and Catlin, co-prime sponsors, introduced House Bill 21-1138 clarifying
restrictions on the operation of off-highway vehicles.  The bill clarifies
that it is unlawful to operate off-highway vehicles on public streets,
roads or highways of the state, regardless of where the vehicle is registered.
  Existing exceptions as to where the vehicles may be operate remain,
according to the bill.

bill.  Eric Bergman, representing Colorado Counties, Inc. (CCI), testified
in support of the bill.  Randall Wheelock, representing CCI and Clear
