Representatives Arndt and Thurlow, co-prime sponsors, presented House Bill 18-1069, concerning the allowable uses of reclaimed domestic wastewater, specifically to allow wastewater to be used for toilet flushing. The bill codifies rules promulgated by the Water Quality Control Commission (WQCC) within the Colorado Department of Public Health and Environment (CDPHE) related to the allowable uses of reclaimed domestic wastewater and expands the allowable uses to toilet flushing. Representative Arndt distributed Amendment L.001 [Attachment F], Amendment L.002 [Attachment G], and Amendment L.004 [Attachment H]. Representative Arndt also distributed an unoffical preamended version of the bill [Attachment I].
