Chair, made opening remarks.




Alvaro Bedoya,
Former Commissioner, Federal Trade Commission (FTC), provided an overview
of the FTC and consumer protection. He addressed state roles in consumer
protection and referred to small businesses, workers, junk fees, and unionization,
among other topics.




Committee members
asked questions about reasons for Mr. Bedoya's recent termination from
the FTC.  Inquiries were also made about junk fees and private rights
of action.  Discussion ensued about consolidation of corporate power
and monopolization.  Further questions were raised about enforcement
and price gouging.

Seth Frotman, former
General Counsel and Senior Advisor, Consumer Financial Protection Bureau
(CFPB), discussed his role with the CFPB and ways in which states can provide
protections for consumers.




Committee discussion
ensued about unfair business practices, student loans, the dissemination
of CFPB, anti-trust suits, contracts, payment apps, private rights of action,
surveillance, and state enforcement.






The effective date for bills enacted without a safety clause is August 6, 2025, if the General Assembly adjourns sine die on May 7, 2025 (unless otherwise specified). Details
