HB21-1286 - Recommendation for Support Failed

Representative Kipp,
co-prime sponsor, presented House Bill 21-1286, concerning measures to
improve energy efficiency, and, in connection therewith, requiring owners
of large buildings to collect and report on energy-use benchmarking data
and comply with rules regarding performance standards related to energy
and greenhouse gas emissions and modifying statutory requirements regarding
energy performance contracts.  The bill was presented to the committee
under House Rule 50.  Representative Kipp explained the effect of
the bill and discussed its need.  Representative A. Valdez, co-prime
sponsor, joined the meeting and provided further input on the merits of
the bill.  Discussion ensued regarding the types of upgrades that
can be made to large buildings to better manage energy use.  Tana
Lane and Rod Vanderwall, representing the Office of the State Architect,
provided further input on this issue.  Chris Piper, representing the
Colorado Energy Office, provided further input on how energy efficiency
for older buildings can be improved, and penalties for noncompliance with
HB 21-1286.
