The committee was called to order. A quorum was present. Representative Sullivan, prime sponsor, presented House Bill 19-1064, concerning eliminating requirements that victims must opt in to effect their rights in criminal proceedings.  The committee heard testimony on the bill at its February 12 meeting. Representative Sullivan provided background on the trajectory of the legislation, and discussed its fiscal impact. Representative Sullivan explained the effect of amendments L.001 (Attachment A) and L.002 (Attachment B). Mr. Aaron Carpenter, Legislative Council Staff, provided input on the fiscal impact of the bill, as altered by the amendments.

Discussion ensued regarding the fiscal impact of amendment L.002.

Representative Sullivan provided closing remarks in support of HB 19-1064. Various committee members provided their positions on the bill.
