Senator Bridges, bill sponsor, presented House Bill 19-1183
and responded to questions. The bill encourages public schools and public
places, as specified in this bill, to have sufficient quantities of functional
automated external defibrillators (AEDs) to ensure reasonable availability
for use during cardiac arrest emergencies. All public places are required
to accept any gifts, grants, or donations of an AED that meets federal
standards. In addition, the Colorado Department of Public Health and Environment
(CDPHE) shall award a $75,000 contract to a nonprofit organization for
the purpose of acquiring and distributing AEDs to public places by September
1, 2019. Finally, this bill extends good samaritan protections to certain
persons and entities including those who provide teaching or training on
CPR, persons whose primary duties do not include the provision of health
care, and any person or entity that provides medical oversight services
to a location where an AED is located.
