The committee was called to order. A quorum was present. Representatives Daugherty and Boesenecker, prime sponsors, presented Senate Bill 21-071, concerning measures to limit the detention of juveniles.  Representative Daugherty explained the effect of the bill and discussed its need. Representative Boesenecker provided additional details about the potential impact of the bill, and spoke to its merits.

Elie Zwiebel, representing the Colorado Juvenile Defender Center, testified in support of the bill.

Jenifer Stinson, representing the Colorado Criminal Defense Bar, testified in support of the bill.

Discussion ensued regarding alternatives to detention for juveniles out on bond, the process by which juveniles are placed into custody awaiting bond, and instances whereby a juvenile might be released to a family. Discussion followed regarding balancing public safety and risk with considerations of juvenile accommodation, and the scope of the bill.
