	11:26:00 AM	The committee came back to order. Daniel Chase, legislative liaison for the Colorado Department of Labor and Employment (CDLE), introduced CDLE's FY2021-22 IT capital budget request. CDLE is requesting $9.4 million dollars in CF to modernize the Colorado Automated Tax System (CATS) employer services component of the Unemployment Insurance (UI) legacy system. Kierston Howard, Division of Unemployment Insurance, and Matthew Bidwell, Governor's Office of IT Director for CDLE, continued the presentation with a history of the Colorado UI system and the budget request.
	12:02:59 PM	Ms. Howard and Matthew Blackmon, Budget Director at CDLE, responded to questions from the committee about: unemployment payout through My UI+, fraudulent claims, a cost benefit analysis for the project, how much money is in CDLE cash fund, unemployment insurance checks, direct deposits to accounts, the call center, costs of maintaing the system. system flexibility, federal funding opportunities, project phases, call center phone calls, and lessons learned from past projects.
