Representative Gray introduced HB19-1175 concerning the property tax valuation appeal process. For counties using the alternate protest appeal procedures, the bill requires a taxpayer who owns rent-producing commercial real property to provide property rental information to the assessor on or before July 15 the year of the appeal. The county assessor must mail notice of determination of the appeal by August 15 the year of the appeal. The bill changes the rental information that appellees must provide to the assessor and the information that the county is required to provide to a petitioner filing an appeal with the Board of Assessment Appeals.

Keith Erffmeyer, representing the City and County of Denver and the Colorado Assessor's Association, testified in support of the bill. The committee asked questions of the witness. There was discussion about the timeline for appeals, application of the bill to commercial properties, work with property owners, and transparency. The changes will only affect commercial properties.
