Motion Increase of $105,290,183 (11.4%) for the institutions of higher education to be funded through the H.B. 20-1366 funding model with the following components: Funding through step 2 of the model of base funding + 6.0 percent (106.0%); Funding through step 1 of the model of $50.0 million equally divided (20.0% each) between the following components.; First Generation (SFTE); First Generation (Headcount, per statute); Race/Ethnicity distribution - Headcount calibrated to GF; Pell distribution - Headcount calibrated to GF; Race/Ethnicity Retention. These Step 1 components are constructed consistent with a proposal from the higher education institutions, but with a different distribution among the components. An aligned financial aid increase of $24,106,536 General Fund in Need Based Financial Aid. Tuition footnotes for the higher education governing boards that limit undergraduate resident tuition to an increase of no more than 2.0 percent and do not restrict graduate and nonresident tuition and a footnote based on a CU request for adjustments related to guaranteed tuition and reclassification of the tuition tier for certain majors and a proposal to roll certain fees at UCD and UCCS into tuition. Further request that JBC Staff write a footnote and RFI related to reporting on how funds are expended.
