and, in connection therewith, increasing and clarifying the rule-making
and enforcement authority of the public utilities commission. Senator Story
distributed and explained amendments L.001, L.002, and L.003.  (Attachments
B-D). Public comments on this bill can be found in Attachment E.

bill.  Carrie Hackenberger, representing American Petroleum Institute
Colorado, testified in a neutral position on the bill.  Mr. Joe Molloy,

Prestidge responded to questions from the committee.
