Senator Priola, sponsor, presented Senate Bill 18-025 to the committee. The bill clarifies election procedures for the Urban Drainage and Flood Control District, and specifies that elections in the district can be held either independently or in coordination with the county clerks and recorders of the counties included in the district.  The bill addresses the calculation of the district's share of costs if participating in a coordinated election, and it aligns various portions of the law with the Uniform Election Code and the Local Government Election Code.

Libby Szabo, representing the Urban Drainage and Flood Control District, testified in support of the bill.  She explained that the bill cleans up procedures to keep them up with current election laws.  She described the district's role in the Denver metro area and provided examples of its work.

Matt Crane, Arapahoe County Clerk and Recorder representing the Colorado County Clerks' Association, testified on the bill.  He explained that the association is neutral on the bill but supports amendment L.001 [Attachment A].

Evan Goulding, representing the Special Districts Association of Colorado, testified in support of the bill.
