Representatives Kraft-Tharp and Becker
introduced House Bill 18-1308. Representative Kraft-Tharp distributed
amendment L.001 (Attachment C). This bill establishes an exemption
from the state's Workersâ Compensation Act for out-of-state employers
that have employees temporarily working in Colorado and who meet specified
criteria. The home state's workers' compensation laws are the sole
remedy for an out-of-state worker who is injured while working temporarily
in Colorado. The Division of Workers' Compensation in the Colorado
Department of Labor and Employment (CDLE) is authorized to enter into an
agreement with a contiguous state to carry out the extraterritorial application
of the workers' compensation or similar law of the other state.

Senate Bill 18-183. Under current law, tow carriers, insurers, and
salvage pools use an electronic system to access the Department of Revenue's
(DOR) records to verify and contact a vehicle's owner or lienholder. This
bill allows the agent of an insurance carrier to use this system for the
same purposes.
