Representative Hamner, Joint Budget Committee (JBC) Chair, introduced members of the Joint Budget Committee.  Handouts related to the JBC presentation were distributed [Attachments B, C, D].

Representative Young discussed the Department of Health Care Policy and Finance (HCPF) budget request.

Senator Lambert highlighted possible JBC bills [Attachment D].  He summarized 11 bills and welcomed future input from the committee.

Representative Hamner welcomed a two way dialogue about topics concerning the JBC and improving the Long Bill process.

Senator Smallwood opened the committee to questions.  The JBC responded to questions on smart spending, appropriate allocation, and regional health centers.  Committee discussion ensued.

Representative Beckman asked questions about JBC legislation regarding grants, gifts and donations, and SNAP eligibility. Committee discussion ensued.

Senator Smallwood called the meeting back to order and welcomed Gretchen Hammer, Medicaid Director and Office of Community Living Director, HCPF, and Jennifer Martinez, HCPF, to the table.  A copy of their presentation was distributed [Attachment E].

Ms. Hammer explained long-term services and supports for the intellectual and developmental disabled (IDD) population.

Ms. Hammer spoke on Medicaid long-term services and supports (LTSS) and enrollment and relevant Medicaid waivers.

Ms. Hammer spoke on updates concerning HB 14-1051, including enrollment data for the Children's Extensive Support, Adult Supported Living Services, and Adult Comprehensive waivers, waiting list, and system design and service delivery.  She continued to speak on capacity building for services for persons with IDD.

Committee members asked questions concerning support services for people with dementia, waiver redesign and implementation, program cost, financial services, financial policy, prioritizing of waitlist, and concerns of a growing waitlist.

Randy Broderson, Executive Director, North Metro Community Services and Doug McNeill, Executive Director, Laradon, presented to the committee on the IDD waitlist.

Mr. McNeill discussed his work and support for people with IDD and reducing the waitlist. He recommended that the General Assembly provide additional resources for support services for people with IDD.

Mr. Brodersen spoke on the workforce crisis for IDD support services providers.  He recommended increased pay for these workers.

Mr. Broderson and Mr. McNeill responded to questions regarding proper use of funding, and wage analysis.

Hal Wright, representing himself, expressed concern with the long waitlist and fear of a future funding reduction.  He recommended increased funding, prioritizing resources for those who are most in need, gathering demographic and fiscal data and a means test for recipients of funds.

Mr. Wright responded to committee questions regarding his struggles having a daughter with IDD and thanked him for his testimony.

Bill Zepernick, Legislative Council Staff, introduced the fiscal note team and discussed the fiscal note process and the new fiscal note format [Attachment F].

Stephanie Villafuerte, Colorado Child Protection Ombudsman, and Jordan Steffen, Communications and Policy Director, presented to the committee and distributed the Office of Colorado's Child Protection Ombudsman Investigation Report [Attachment G].

Ms. Villafuerte explained the Child Protection Ombudsman office and 2016/2017 highlights.

Ms. Steffen spoke about the new Child Protection Ombudsman website and the information that is available on the website.

Ms. Villafuerte mentioned extensive outreach activities over the past year.  She went over future goals and strategic policy initiatives for the Colorado Child Protection Ombudsman office.
