Representatives Coleman and Catlin, co-prime sponsors, explained Senate Bill 18-050 to the committee.  The bill allows a parent to surrender an infant 72-hours or younger at a community clinic emergency center.  Representatives Coleman and and Catlin distribuuted handouts [Attachments A and B].  Representatives Coleman and Catlin responded to committee questions concerning parental rights, informing the public, emergency facilities, other state's laws, and the 72-hour limitation.  Committee discussion ensued.
