Representative Bradfield and Speaker McCluskie, co-prime bill sponsors, presented Senate Bill 23-002, concerning seeking federal authorization for Medicaid reimbursement for services provided by a community health worker. The bill requires the Department of Health Care Policy and Financing (HCPF) to seek federal approval to pay for services provided by community health workers under Medicaid by July 1, 2024, and to begin implementing this coverage once approval is received. The bill defines “community health worker” as a frontline public health worker who serves as a liaison between health care or social service providers and community members to facilitate access to physical, mental, or dental health-related services, or services to combat social determinants of health. HCPF must report to the General Assembly on implementation of community health worker services under Medicaid by January 31, 2026.

The bill establishes that buyers or renters of residential property have the right to be informed of whether a property has been tested for elevated levels of radon. The bill requires sellers or landlords of residential property to provide warnings about the dangers of exposure to radon and to disclose certain information about radon presence or mitigation at a specific residential property. If a seller or landlord fails to provide this information, then a buyer or tenant has a cause of action against a seller or landlord. Real estate brokers must take reasonable actions to ensure their clients comply with radon disclosure requirements.

SB23-167 - Referred to House Finance

23-167, concerning the regulation of certified midwives by the state board
of nursing.  Starting July 1, 2024, the bill requires midwives who
are certified by the American Midwifery Certification Board to obtain a
license from the State Board of Nursing in the Department of Regulatory
Agencies to practice as a certified midwife. This licensure also requires
payment of a required fee and submission of a criminal history record check.
Once licensed, a certified midwife can apply to obtain provisional and
full prescriptive authority if certain experience and liability insurance
requirements are met.

Representative Daugherty and Representative Hartsook, co-prime bill sponsors, presented Senate Bill 23-179, concerning insurance carrier requirements for health coverage plans. The bill places disclosure requirements around dental loss ratios, which are the percentage of dental coverage premium dollars spent on services. After two years of data collection, the Commissioner of Insurance will promulgate rules to identify carriers that significantly deviate from the average dental loss ratio and may investigate or take enforcement action against these carriers. Additionally, the bill requires dental coverage plans to issue identification cards.

voucher program to assist foster youth.  The bill establishes the
Colorado Fostering Success voucher program to provide housing vouchers
and case management services to individuals who were part of the foster
or kinship care system and are experiencing or at risk of experiencing
homelessness.  The bill outlines the details of the program and eligibility
criteria for participation.  The program will be jointly developed
and administered by the Colorado Department of Human Services and the Division
of Housing within the Department of Local Affairs.
