Representative Leonard, bill sponsor, presented House Bill 18-1121. The bill prohibits state funding for any institution of higher education that engages in the purchase, sale, harvesting, or trafficking of aborted human body parts. Each institution of higher education must submit a verified report to the Joint Budget Committee by December 1 each year that states whether the institution has directly or indirectly purchased, sold, harvested, or trafficked aborted human body parts. If a report states that the institution engaged in the purchase or trafficking of aborted human body parts, the General Assembly may not appropriate any money to that institution for the following fiscal year.

Representative Neville, bill sponsor, presented House Bill 18-1120. The bill prohibits abortions that intentionally involve the dismemberment of a fetus, unless such a procedure is performed during a medical emergency. Any person who performs such a procedure commits a misdemeanor offense. Any physician conducting the procedure commits unprofessional conduct and must have their license suspended for one year. A woman on whom a dismemberment abortion is performed is not criminally liable. The bill describes the prohibited procedure and includes various provisions concerning the interpretation and enforcement of the measure if challenged in court.
