The bill places requirements on internet service providers to follow net neutrality standards or forego High Cost Support Mechanism funding. Representative Hansen, co-prime bill sponsor, presented House Bill 19-1251. The bill raises the age of marriage to 18 unless the parties involved have reached the age of 16.5 and have been emancipated. The bill also establishes an emancipation procedure for minors.  Representative Hansen asked that the committee indefinitely postpone House Bill 19-1251.

The bill prohibits state and local governments from assisting in the enforcement of federal immigration laws without a federal warrant. Representative Benavidez explained amendment L.004 (Attachment B), which strikes everything below the enacting clause. Representative Lontine provided two handouts to the committee (Attachments C and D).
