concerning preemption of local regulations limiting the number of building
permits issued for development.  The bill indicates that there is
a state interest in encouraging housing growith and forbids enactment of
or enforcement of future local housing growth restrictions, except for
in the case of a disaster emergency.  The bill sponsors provided a
handout (Attachment A).

concerning the Bridge and Tunnel Enterprise.  The bill proposes increasing
the powers of the enterprise to complete preventative maintenance on bridges
and allowing the repair, reconstruction, replacement, and maintainenance
of some fair rated bridges under certain circumstances.  The bill
sponsors provided a handout (Attachment J).
