Representative Amabile
called the meeting to order and reviewed the meeting agenda.  Members
of the Jail Standards Commission in attendance included Meghan Baker, Lindsay,
Carl Anderson, Mauren Cain.

Representative Amabile
reviewed the provisions of House Bill 22-1063 and gave opening comments
regarding her goals for the Legislative Oversight Committee Concerning
Colorado Jail Standards (oversight committee) and the Jail Standards Commission
(commission).

committee commented on the committee and its role and purpose.



Discussion of the Jail Standards Commission Workplan and Operating Procedures - Committee Discussion Only

Representative Amabile
commented on the regulation and oversight of county jails. She reviewed
the structure of the oversight committee and the commission. She reviewed
the draft proposed workplan and rules of procedure for the commission,
which were included as an attachment to an informational memo provided
to the committee (Attachment A).


Elizabeth Burger,
Legislative Council Staff, provided information on the draft commission
workplan and organizational schedule.

to public testimony. Ms. Dede Beardsely, representing herself, spoke regarding
her family's experience with jails and  regarding issues she would
like the commission to address in its work.

herself, testified regarding her family's experience with jails and issues
she would like the commission to address in its work.

Sylvia Tawse, representing
herself, testified regarding her family's experience with jails and the
issues she would like the commission to address in its work.

a brief recess.

The committee came
back to order, and Ms. Tawse resumed her testimony. She spoke regarding
the importance of mental health treatment in jails.
