Yelana Love, OLLS, presented Bill 2 [Attachment B] and amendments 1 through 6 [Attachments J, K, L, M, N, and O].

Ms. Love told the committee that amendment 2 is not going to be offered [Attachment K]. She discussed amendment 3 [Attachment L]. Committee discussion followed about amendment 3 and the Opioid Crisis Recovery Fund and the board of governors created by the amendment. Dr. Valuck responded to questions about the number of members on the board.

Committee discussion continued about amendment 3.

Amendment 4 [Attachemnt M] was discussed by the committee.

Ms. Love presented amendments 5 and 6 [Attachment N and O]. She explained that amendment 6 will not be offered for Bill 2.

Representative Pettersen distributed a draft of a letter to the Governor-elect from the committee requesting that he support efforts to address the opioid crisis in the state [Attachment GG].

Steve Silvern, Pain Society Project, testified on Bills 1 and 3. He expressed concern about the impact that limiting opioid prescriptions has had on chronic pain patients.

Jennifer Goodrum, Colorado Dental Association, discussed her concerns with amendment 7 for Bill 3 [Attachment V].

Ms. Love came to the table and responded to questions about amendment 7.

Kristen Forrestal, OLLS, presented Bill 4 [Attachment B] and amendments 1 through 18 [Attachments HH through YY].

Committee discussion focused on health outcomes for women who use controlled substances while pregnant.

Ms. Forrestal presented amendments 10, 11, and 12 [Attachments QQ, RR, and SS].

Ms. Forrestal continued to discuss the amendments. She presented amendment 13 [Attachment TT]. Committee discussion followed.

Bill Zepernick, Legislative Council Staff, responded to questions about the additional cost that would result from the implementation of amendment 16.

Kayla Tibbais, Boys and Girls Club, discussed amendment 16 and grant funding from the Office of Behavioral Health (OBH) in the Department of Human Services.

Cristen Bates, OBH, discussed the appropriation that would result from amendment 16 and OBH's process for carrying over grant funding. Ms. Bates responded to questions.

Ms. Forrestal discussed amendments 17 and 18 [Attachments XX and YY].

Jose Esquibel, Office of the Attorney General, addressed issues related to public health plans.

Angie Howes, Colorado Retail Council, testified about her concerns regarding warning labels for opioid medications.

The committee discussed the logistics of introducing the bills during the 2019 legislative session.

Mr. Zepernick explained the process to refer committee bills to the Legislative Council for approval.

Representative Pettersen assigned the following co-prime sponsors to the bill: Representative Kennedy and Senator Priola.  She announced that the bill will be introduced in the Senate first, and she and Representative Singer will be listed as co-sponsors.
