01:31 PM -- Presentation of AIA Award



The committee was called to order. A quorum was present. Mr. Dave Anderson, Anderson Hallas Architects, presented an award from the American Institute of Architects (AIA) to Marilyn Eddins and Lance Shepherd for their involvement in the restoration of the House and Senate Chambers.



01:36 PM -- Governor Portraits



Mr. Damion Pechota, Legislative Council Staff, discussed the cost to restore the Governor portraits. Committee members received a cost estimate for the restoration prepared by the Western Center for the Conservation of Arts (Attachment A). Mr. Pechota discussed the scope of the planned restorations and the amount of time it will take to renovate the portraits. He also answered questions about where the paintings will be displayed or stored after the restoration. Mr. Pechota and Ms. Jabrocki discussed how artwork can be loaned between state agencies.

The committee directed staff to move forward with obtaining an estimate of the cost to renovate the portrait frames.





01:48 PM -- Colorado Capitol Historian



Mr. Pechota asked the committee to provide feedback about a proposal to create a permanent Colorado Capitol Historian position. Members of the committee discussed various functions within Legislative Council, the Office of the State Archives, and History Colorado that duplicate the work proposed for a Colorado Capitol Historian.

01:54 PM -- Sand Creek Massacre Memorial Update



Mr. Pechota explained that the Capital Development Committee approved the recommendation from the Capitol Building Advisory Committee to accept the donation of a Sand Creek Massacre memorial. He said that a joint resolution accepting the memorial will be drafted for the 2017 legislative session. The committee discussed the proposed location of the memorial.



02:01 PM -- Building and Grounds Project Update



Mr. Lance Shepherd, Capitol Architect, Department of Personnel and Administration, provided updates about a number of ongoing projects in the Capitol building, including: (1) House and Senate chamber/gallery restoration; (2) Senate committee rooms renovation; (3) the Capitol roof replacement; (4) the Capitol window replacement and granite cleaning project; and (5) the demolition of the basement coat room. Mr. Shepherd said that House committee rooms will be renovated during the 2017 legislative interim. He responded to a question about closures in the Capitol parking circle.





02:07 PM -- Staff Updates



Mr. Pechota presented the Cleaning Procedures for Capitol Artwork and Memorials Located Inside the Colorado Capitol Building, prepared by Legislative Council Staff (Attachment B) and asked the committee to adopt the document as its official guidelines.

Mr. Pechota continued his staff updates. He said the State Historical Fund grant application for funding a landscape master plan has been submitted. He said the moonrock is now on display in Mr. Brown's Attic. Finally, Mr. Pechota explained that staff is developing a database to catalogue all of the ongoing efforts on behalf of Capitol artwork, history, and news. The database will allow users from multiple legislative agencies to share and access information.
