The committee was called to order.  A quorum was present.  Andy Stine, Director of Capital Construction, Department of Education, and Scott Stevens, Capital Construction Assistance Board, presented a prioritized list of lease-purchase projects under the Building Excellent Schools Today (BEST) program. Committee members received copies of the list and associated materials (Attachment A).  Mr. Stine and Mr. Stevens responded to committee questions.

Consideration of Property Transactions, Colorado Parks and Wildlife - CPW Projects Recommended

Alice Cosgrove, Department of Natural Resources, presented two property transactions to the committee. J. Wenum, Area Wildlife Manager, presented the Gunnison State Wildlife Area fee title acquisition. Matt Yamashita, District Wildlife Manager, presented the Caudill State Wildlife Area fee title acquisition.  Committee members received information packets on these two proposed transactions (Attachments B and C).

Motion Recommend support for the fee title acquisition of the Neiley-Maniscalchi property adjacent to the Sam Caudill State Wildlife Area (290,000 CF for 1.5 acres).

Carolyn Aspelin, Colorado State Forest Service, presented a project on Colorado State University's two-year projection of cash need: Banded Peak Ranch Conservation Easement. Christine Quinlan, the Conservation Fund, provided additional comments.  Committee members received copies of the request (Attachment D).
