Speaker Duran discussed the possibility of creating an interim committee to further review the recommendations contained in the report entitled General Assembly 2.0:  A Transormational Appoach to Legislative Workplace Culture that was prepared by Investigations Law Group (ILG) (http://leg.colorado.gov/sites/default/files/the_report_final_2.pdf).

Senator Holbert discussed having six members on the interim committee.

Mike Mauer, Legislative Council Staff, answered questions about the possible make up of the committee, including the ability to have more House members than Senate members on the committee.

Representative Becker discussed whether the interim committee
would have the ability to recommend bills. The committee discussed with
Mr. Mauer the possibility of creating subcommittees under the interim committee
to include additional legislative members in the process. The committee
discussed whether the interim committee should have six or ten members.
Committee members discussed the tasks that the interim committee would
be charged with and whether they should make recommendations to the Executive
Committee or propose bills though the standard interim committee process.
Discussion ensued about the size of the committee, encouraging legislators
to be involved in the meetings and the process, and how the subcommittees
would be structured.

The committee discussed having legislators meet with ILG
to answer questions from members before the end of the legislative session.
The committee discussed having members submit questions prior to the meeting,
and having ILG prepare answers in advance of the meeting.  Senator
Garcia discussed including staff in the process of submitting questions.
The committee discussed possible dates and times for the legislators to
meet with ILG with Mr. Mauer.

Mr. Mauer discussed the Executive Committee's ability to set an interim committee outside of the letter process.

Mr. Mauer answered questions regarding the Human Resources director position for the General Assembly. Speaker Duran further discussed setting up a meeting with ILG. Mr. Mauer expounded on the ability of the Executive Committee to set up an interim committee outside of the letter process. Committee discussion with Mr. Mauer about submitting a letter to Legislative Council to create an interim committee ensued.

Motion Moved that a interim committee request letter be written requesting a 6-person committee be formed to evaluate the findings and recommendations of the 2018 legislative workplace study and make recommendations to the Executive Committee for changes to Joint Rule 38, legislative workplace policies, legislative human resource staffing, and legislative culture, and that included in the letter be the ability to form subcommittees, designation of the chair be a House member and the vice-chair be a Senate member, permission for five meetings, and direction for the committee to refer recommendations for legislation to the Executive Committee.
