Heidi Humphreys, interim Executive Director
of the Colorado Department of Revenue (DOR), and Jennifer Anderson, Deputy
Director at the Colorado Lottery, presented DOR's FY2019-20 budget request:
R-03 Lottery Back Office Restructure, and provided a handout to the committee
(Attachment A). DOR is requesting $2.3 million dollars in cash funds spending
authority to transition the Lottery's legacy system to a vendor-based system.

Barr, Account Manager for IGT, responded to questions from the committee
about costs of upgrades, security, and if other vendors have similar systems
to IGT.

presented a JTC staff memo and funding recommendations to the committee.

Director Humphreys presented DOR's FY 2019-20
budget request: R-01 GenTax Support Enhancements to the committee, and
provided a handout (Attachment B).  DOR is requesting $1.4 million
of general funds to update its GenTax processing system. Director Humphreys
gave a background on the GenTax system, and gave an update on the GenTax
system today.

Technology Office at the Govnenor's Office of Information Technology (OIT),
responded to questions from the committee about previous GenTax work and
OIT employee retention.

Jeff Fitzgerald, Division Director of the
Division of Unemployment Insurance at the Colorado Department of Labor
and Employment (CDLE), and Colleen Lynn, Director of Business Technology
at CDLE, presented CDLE's FY 2019-20 budget request R-05: Replacement of
the Legacy UI Field System Audit.  CDLE is requesting $450,000 in
cash funds spending authority to replace the legacy field sytem audit for
unemployment insurance.
