Matt Devlin, Deputy State Auditor at the Office of the State Auditor (OSA), gave an update on the status of Audit Recommendations not fully implemented as of June 30, 2020. Cindi Radke, Audit Manager at OSA, presented on the recommendations that have not been implemented by the Governor's Office. Ms. Radke responded to questions from the committee about the non-implemented recommendations and private versus public recommendations.

Tony Neal-Graves,
Executive Director and Chief Information Officer at the Governor's Office
of Information Technology (OIT), gave an overview of OIT, OIT's accomplishments
in 2020, and the 2021 legislative priorities.



Director Neal-Graves and Julie Richman, Deputy Director of OIT, responded
to questions from the committee about the Lakewood data center, what state
websites/servers use the data center, the Google pilots, OIT's "future
of work" OIT's strategic framework, and broadband challenges.

Debbi Blyth, Chief
Information Security Officer at OIT, continued the presentation with an
overview of OIT audit recommendations from OSA.



Ms. Blyth responded to questions from the committee about fraudulent unemployment
claims and agencies with personal identifiable information.



Ms. Richman continued the presentation with information on the IT transformation
program.  


Kate Sneed, Legislative
Liaison at OIT, came to the table to present on on OIT project dashboard
for the committee.  Ms. Sneed responded to questions from the committee
about agile project methodology.

Ms. Altmann came
to the table to discuss the FY 2021-22 IT capital budget requests.



Ben Henderson, Director of Operations & Cabinet Affairs at the Governor's
Office of State Planing and Budgeting (OSPB), presented on the IT capital
budget requests and how OSPB prioritizes projects. Jeanni Stefanik, Interim
Deputy Director for Budget at OSPB, gave an overview on the FY 2021-22
IT capital budget requests.



Mr. Henderson responded to questions from the committee about behavioral
health programs in the state and federal matches.

Lauren Gilliand, Lead Finance Analyst at the Colorado Department of Higher Education, provided an overview of the 11 IT capital budget requests for FY 2021-22 from institutions of higher eduation. Ms. Gilliand responded to questions from the committee about the consequences of moving from a three-year to a one-year spending authority for IT capital appropriations.

Joe Garcia, Chancellor of the Colorado
Community College System (CCCS), gave an overview of the CCCS IT capital
budget requests.

James Caldwell, Vice
President of Business and Administration at Colorado Northwestern Community
College (CNCC), and  Fred Byers, Director of IT at CNCC presented
on CNCC's FY 2021-22 IT capital budget request.  CNCC is requesting
$1.7 million in Capital Construction Funds (CCF) and $.174 million cash
funds (CF) to for campus computer and network upgrades.



Mr. Byers and Mr. Caldwell responded to questions about the location of
CNCC and CNCC's aviation program,

Dr. Marielena DeSanctis,
President of the Community College of Denver (CCD), Kathyrn Kaoudis, Vice
President of Administrative Services at CCD, and Christopher Arcarese,
Director of IT Services at CCD,  presented on CCD's FY 2021-22 IT
capital budget request.  CCD is requesting $1.5 million of CCF and
$.101 CF to replace, update, and standardize the college's classrooms and
conference rooms.



Mr. Arcarese responded to questions from the committee about updated equipment,
minority students at CCD, and how this request differs from last year's
request.

Dr. Linda Lujan,
President of Lamar Community College (LCC), Chad DeBono, Vice President
of Administrative Services at LCC, and Robert Vazquez, Director of IT at
LCC, presented on LCC's FY 2021-22 IT apital budget request.  LCC
is requesting $.553 million in CCF and $.035 in CF to enhance classroom
technology, distance learning technology, virtual simulation equipment,
and a state-of-the-art remote testimony center.

Pat Malott, Vice President of Administrative Services at Otero Junior College (OJC) presented on OJC's FY 2021-22 IT capital budget request. OJC is requesting $.597 million in CCF and $.125 in CF to update and replace equipment in the college's library, computer labs, and classrooms and to enhance the institution's emergency notification system.

about CCCS's FY 2021-22 IT capital budget requests.
