Senator Marble, chair, welcomed the committee and audience. Representatives Hamner and Rankin provided opening remarks and discussed the joint committee's next steps, and distributed two handouts to the committee (Attachments A and B).

Richard Crandall, Colorado Commissioner of Education, discussed his vision of public education in Colorado. He spoke about the quality of schools and teachers in Colorado, about the Advanced Placement program, and about state funding for schools. He described the steps Colorado should take to improve its education system and spoke about changes in federal law and Colorado's accountability model. He spoke about the creation of the Colorado state plan, and about the required listening tours to engage stakeholders in the process of creating the plan.

Daniel Thatcher, Policy Principal, National Conference of State Legislatures, spoke about school finance in other states. He distributed a copy of his presentation to the committee (Attachment C).

Representatives Hamner and Rankin summarized the draft legislation that waiting to be introduced (Attachment B) and spoke about the need for Colorado to continue studying school finance reform.
