Senator Hill called the meeting to order. Senators Smallwood and Fenberg, co-sponsors, presented House Bill 17-1332 which concerns State Board of Education authorization for an alternative teacher license for a person who participates in an alternative teacher program provided by a designated agency working with a nonpublic early child care facility.



The following people testified on the bill:

Carolyn Martin, representing the Christian Home Educators of Colorado, spoke in opposition to portions of the bill.

Jane Ritter, Office of Legislative Legal Services, came to the table to answer questions from the committee.

The committee discussed a possible conceptual amendment. Senator Fenberg responded to questions from the committee. Committee discussion ensued.

Dr. Shannon Hagerman, Director of the Continuing and Professional Education program at the University of Colorado at Denver, spoke in support of the bill.

There were no more witnesses and Senator Hill closed public testimony. The committee discussed amending the bill the replace the safety clause with a petition clause. Senator Hill laid the bill over to the end of the calendar for action only.

Senator Gardner, sponsor, presented House Bill 17-1359 which concerns positions in the Colorado Department of Education (CDE) that are exempt from the state personnel system. Senator Gardner distributed amendment L.004 (Attachment A) and explained the amendment.
