BILL SUMMARY for HB16-1463

SENATE COMMITTEE ON FINANCE

Votes: View--> Action Taken:
Refer House Bill 16-1463 to the Committee of the W PASS

02:10 PM -- HB16-1463

Senators Kerr and Hill, co-prime sponsors, presented House Bill 16-1463. Under current law, public schools with at least 70 percent of students eligible for free or reduced-cost lunch must offer free breakfast to each student in the school. The bill allows those schools with between 70 and 80 percent of students eligible for free or reduced-cost lunch to charge students who are not eligible for free or reduced-cost lunch for breakfast, beginning in the 2016-2017 school year. Schools that charge students for breakfast may not do so in a way that creates a distinction between a student who is charged for breakfast and a student who receives a free breakfast.

02:14 PM --
Ms. Erica Edwards, representing the Colorado School Nutrition Association, testified in support of the bill. She answered questions from the committee.

02:24 PM --
Mr. Ricardo Martinez, representing Padres and Jovenes Unidos, testified in opposition to the bill. He answered questions from the committee.

02:35 PM --
Ms. Cate Blackford, representing Hunger Free Colorado, testified in support of the bill. She responded to questions from the committee.
