Senator Martinez Humenik, co-prime sponsor, discussed Senate Concurrent Resolution 16-005 concerning county surveyors. She announced that Senator Todd, the other co-prime sponsor on SCR 16-005 was presenting a bill in another committee and distributed Amendment L.001 (Attachment A) and background information related to the bill (Attachment B). The Colorado constitution currently requires a county surveyor to be elected in each county. This concurrent resolution refers a ballot question to the voters that removes this requirement and allows each county, by ordinance, to determine: whether or not to have a surveyor; whether the surveyor is to be elected or appointed; the salary of the surveyor; and the term of service for a county surveyor.

Senator Martinez Humenik moved to refer the bill to the Committee of Whole and Amendment L.001.

Paul Bacus, Professional Land Surveyors of Colorado, explained he is a land surveyor and testified against the resolution. He discussed the role of county surveyors and the current law concerning the appointment of county surveyors. He also responded to questions from the committee about the cost of placing a measure on the state ballot.

Warren Ward, Professional Land Surveyors of Colorado and the Colorado Association of County Surveyors of Colorado (CSC), testified against the resolution. He explained that he is Grand County's surveyor and discussed the role of county surveyors. He also responded to questions from the committee about the role of county surveyors.
