Senator Crowder, prime sponsor, discussed the provisions of Senate Bill 16-008 concerning municipalities and off-highway vehicles (OHV) and distributed Amendment L.002 (Attachment A). Under current law, an operator of an OHV may cross a state highway at an at-grade crossing, except within the jurisdiction of a municipality. This bill gives authority to municipalities to allow OHV operators to cross state highways within the jurisdiction of the municipality.

Dianne Criswell, Colorado Municipal League, spoke in support of the bill and Amendment L.002. She also discussed current law pertaining to OHV travel.

He also discussed the number of ATV users that reside in his town during the tourist season and related economic benefits provided to the town. He distributed a letter on behalf of Eric R. Grossman, Mayor of City of Creede, in support for the bill (Attachment B).
