Senate Bill 18-268.  
The bill allows
the executive director of the Colorado Department of Transportation (CDOT)
to delegate someone to award a design-bid-build contract in his or her
place in a specified circumstance.  It also eliminates the repeal
of a law that authorizes the executive director to award a design-bid-build
contract to a low bidder in specified circumstances.
