2023 Legislative Oversight Committee on Jail Standards Final Report

Pursuant to House Bill 22-1063, the Legislative Oversight Committee Concerning Colorado Jail Standards (oversight committee) is responsible for overseeing the 22-member Colorado Jail Standards Commission (commission), which was required to recommend standards for the operation of jails in the following areas:

  • reception and release;
  • classification of inmates;
  • security;
  • housing;
  • sanitation and environmental conditions;
  • communication;
  • visitation;
  • health care, mental and behavioral health care, and dental care;
  • restrictive housing;
  • inmate grievances;
  • jail staffing; and
  • inmate prerogatives.

The Colorado Senate and House of Representatives will not convene on Monday, January 20, 2025 in observance of Dr. Martin Luther King Jr. day.

The effective date for bills enacted without a safety clause is August 6, 2025, if the General Assembly adjourns sine die on May 7, 2025 (unless otherwise specified). Details
