Senator Moreno discussed the proposal submittal process, noting that the report provides guidance on how proposals may be evaluated, but does not contain many specific proposals. Senator Moreno explained that there will be a submittal portal available to all members of the legislature, as well as to Directors Meyers and Larson. The portal will be open from December 15 to January 3. Senator Moreno described the required elements of the proposals and explained that the submitted proposals will be evaluated using the decision matrix recommended by the subpanel.

Representative Valdez commented on the proposed process, and asked how the proposals will be evaluated and by whom. Senator Moreno noted that the discussions are ongoing, and the subpanel's tool will be used to evaluate proposals and the subpanel members will continue to participate in those discussions. Representative McKean commented on the report and the decision-making rubric. He discussed his desire that the proposals that are moved forward be bipartisan.
