Senator Ginal called the meeting to order. She reviewed the purpose of sunset reviews.

Saul Larsen, Colorado Department of Regulatory Agencies, explained the sunset process.

Jennifer Berman, Office of Legislative Legal Services (OLLS), discussed the bill drafting process for sunset reviews.

Committee questions followed. Ms. Berman distributed and discussed amendments #1 and #2 to the draft bill concerning the continuation of the Passenger Tramway Safety Board (Attachments A, B, and C).

Mr. Larsen presented the 2018 Sunset Review: Passenger Tramway Safety Board (available online at https://drive.google.com/file/d/1PvQD-VPL-vwwcLdxBomip-BOwuYr1jjO/view).  He discussed the membership of the board, the responsibilities of the board, and the requirements placed on the operators of passenger tramways. He discussed the four recommendations in the report.

Melanie Mills, Colorado Ski County USA, provided an overview of the use of tramways by the ski industry, and discussed tramway safety issues and the DORA recommendations.  She told the committee that her organization supported all of the recommendations except recommendation number two.
