sponsor, explained HB20B-1005 concerning authorization for local governments
to enact restrictions relating to fees charged by third-party food delivery
service to a retail food establishment.  He noted that home rule cities
and counties are allowed to limit third party delivery service fees, and
this bill expands that authority to statutory cities and counties.
