to prevent catalytic converter theft.   Representative Benavidez explained
the effect of the bill and discussed its need.  Representative Bockenfeld
provided additional input on the merits of the legislation.  Representative
Bockenfeld provided additional input on the benefits of the legislation.
 Representative Benavidez responded to questions regarding the interplay
of HB 22-1217 and other pending legislation concerning catalytic converter
theft.  Representatives Benavidez and Bockenfeld responded to questions
regarding engraving identification into a catalytic converter.  Written
testimony may be found in Attachment A.

David Cardella, representing the Colorado Independent Automobile Dealers Association, testified in support of HB 22-1217.

Jefferey Riester, representing the Department of Law, testified in support of the bill.

Mr. Cardella responded to questions regarding the timeline for acquiring a replacement catalytic converter.

Jay Hicks, representing Colorado Auto Recyclers and ISRI, testified on the bill from an "amend" position.

Discussion ensued regarding grant-making under the bill.
