and Holbert, co-prime sponsors, explained SB20B-002
concerning
temporary assistance for individuals who are facing a financial hardship
due to the COVID-19 pandemic, and, in connection therewith, creating the
emergency direct assistance grant program; and transferring money to the
emergency direct assistance grant program fund, and to the housing development
grant fund, and to the eviction legal defense fund for this assistance;
and making an appropriation.



 

Senator Gonzales discussed the economic hardships from the pandemic and
associated anxiety about paying rent or mortgage.  Senator Holbert
explained how the bill will help both tenants and landlords.

Colorado Legal Services, testified in support of the bill. She discussed
the importance of legal representation in landlord/tenant cases.



Bruce Eisenhauer, representing the Department of Local Affairs (DOLA),
testified about the bill.  He discussed fund distribution and the
housing grant program.



Annemarie Sunde, Colorado Landlord Legislative Coalition, spoke in support
of the bill.



Senator Gonzales presented and explained Amendment L.001, which makes changes
fund allocation.
