Further move that the Long Bill include technical adjustments to categorical programs (e.g. federal funding changes), but that no new state funding be included for purposes of complying with Amendment 23. Establish a placeholder of $80.0 million from the SEF for SB 22-127 to increase funding for Special Education. Further move line item detail, base appropriations, and footnotes for K-12 school finance.
