Doug Vilsack, Assistant
Director for Parks, Wildlife, and Lands, Colorado Parks and Wildlife (CPW),
presented a proposal to acquire the Bacharach property adjacent to Fishers
Peak State Park in fee title.  Committee members received a write-up
on the transaction from Legislative Council Staff, which is included as
Attachment A.  Mr. Vilsack provided background on the property and
transaction proposal.  Mr. Vilsack responded to questions regarding
why the Bacharach property was not purchased when the initial Fishers Peak
property was acquired, and the appraised value of the property.

Motion Recommend support for the fee title acquisition of the Bacharach property adjacent to Fishers Peak State Park (82 acres for $577,500).

Mr. Vilsack presented
a proposal to acquire a conservation easement donation adjacent to Ruby
Mountain.  Committee members received a write-up on the transaction
from Legislative Council Staff, which is included as Attachment B.  Mr.
Vilsack responded to questions regarding river access on the property.
 Brett Ackerman, CPW Southeast Regional Manager, provided input on
this issue, as well as the layout of the property in general.  Discussion
ensued regarding amenities associated with the property, such as parking,
and how to make public properties more accessible.  Mr. Vilsack responded
to questions regarding the funding source for CPW property acquisitions.

Matt Bishop, Legislative Council Staff, initiated a discussion about committee travel during the 2021 interim. Mr. Bishop provided background on committee travel, and suggested some dates for travel. Discussion ensued regarding the travel schedule and associated logistics and details.
