The committee was
called to order.  A quorum was present.  Representatives Amabile
and Benavidez, prime sponsors, presented House Bill 22-1063. The bill establishes
the Colorado Jail Standards Commission to establish statewide standards
for Colorado’s jails and requires the Department of Public Safety to enforce
these standards.   Representative Amabile explained the effect of
the bill and discussed its need.  Representative Benavidez provided
input on the merits of the bill.  Representative Amabile responded
to questions regarding the need for the legislation, and the fiscal impact
of the bill.  Representative Benavidez provided input on these issues.
 Representative Benavidez responded to questions regarding including
representatives of the faith community within the scope of the bill.

Colorado Counties, Inc., testified on the bill from an amend perspective.
 Ms. Pogue responded to questions regarding her organization's position
were certain amendments to pass.



Steve Reams, representing the County Sheriffs of Colorado, testified in
support of the bill.



Vincent Atchity, representing Mental Health Colorado, testified in support
of the bill.



Sheriff Reams responded to questions regarding the number of jails that
have or meet standards in Colorado, and his reasons for supporting the
bill.  Sheriff Reams responded to questions regarding the level of
support for the bill among County Sheriffs of Colorado members.
