Representatives McLachlan
and Catlin, co-prime sponsors, made opening remarks about House Bill 22-1046
concerning authority for local governmennts to designate highways under
their jurisdiction for over-snow use only.  According to the bill
a local government may limit use to human-powered or animal-powered travel
or both for the protection and safety of the public.  The sponsors
provided a handout (Attachment A).
