The committee came back to order.  

Representative Jackson and Representative Roberts, bill sponsors, presented House Bill 20-1160 to the committee.  The bill requires health insurers and drug manufacturers to report information to the state regarding the cost of prescription drugs, and directs the Division of Insurance to analyze the information and report on the effect of prescription drug costs on health insurance premiums.  A handout was distributed to the committee (Attachment A).

The bill sponsors responded to committee questions.  Amendments L.002, L.004, and L.006 were distributed to the committee (Attachments B, C, and D).

Representative Lontine proceeded with witness testimony on the bill.

Debra Judy, Division of Insurance, testified in support of the bill.  Kim Bimestefer, Department of Health Care Policy and Financing, testified in support of the bill.  Ms. Judy and Ms. Bimestefer responded to questions.

Patrick Boyle, Pharmaceutical Care Management Association and Colorado Competitive Council, testified in opposition to the bill. Jason Hopfer, Colorado Association of Health Plans, testified regarding the bill and amendments.  Rachel Lee, CVS Health, told the committee that she supported the concerns of the previous two witnesses and was available for questions.  The witness panel responded to questions.  

The testimony of Danielle Meier, in support of the bill, was read into the record.  Caitlin Westerson, Colorado Consumer Health Initiative, testified in support of the bill.  Gail DeVore, representing herself, testified in support of the bill.  Claudia Curry Hill, Multiple Sclerosis Society, testified in support of the bill.  The witness panel responded to questions.

Emily Roberts, Colorado BioScience Association, testified in oppositio to the bill.  Tara Ryan, Association for Accessible Medicines, testified regarding the bill and amendments.  Katelin Lucariello, Pharmaceutical Research and Manufacturers of America, testified in opposition to the bill and distributed a handout (Attachment E).  Mark Turner, representing himself, testified in a neutral position on the bill and discussed amendments.  

Jennifer Roberts, Colorado Cross-Disability Coalition, testified in support of the bill.  Mark Turner, Colorado Nonprofit Association, testified in a neutral position on the bill and discussed amendments.  Jessalyn Hampton, National Multiple Sclerosis Society, testified in support of the bill and distributed a handout (Attachment F).  Andrea Stojsavljevic, Healthier Colorado, testified in support of the bill.  The witness panel responded to committee questions.  

Representative Baisley distributed amendment L.003 and explained it to the committee (Attachment G).
