Consideration of Senate Bill 23-161 - Recommend Support for SB 23-161

The committee was
called to order.  A quorum was present.  The committee considered
Senate Bill 23-161, concerning state funding to finance the purchase of
a firefighting aircraft to respond to wildfires, pursuant to Senate Rule
42.  Representative Story provided an overview of the proposed purchase
of a Fire Hawk helicopter. Bo Pogue, Legislative Council Staff, responded
to questions regarding the budgetary placement of capital projects funded
through certificates of participation. Discussion ensued regarding the
impact of the project on the annual capital construction budget, and other
potential uses for the funds to be committed to the project.  Senator
Simpson related the tenor of discussions of the bill in the Senate Finance
Committee.  Mr. Joel Malecka, Department of Public Safety, responded
to questions regarding whether the department plans to continue to lease
two large air tankers after it enters into a lease-purchase agreement for
the Fire Hawk.  Discussion followed regarding the outlook for wildfires
in Colorado going forward, and the availability of firefighting helicopters.
