Representative Arndt called the meeting to order and reviewed the policies for taking remote testimony for the committee and identified the remote testimony sites.

Representative Lewis presented House Bill 18-1043, concerning a requirement that a retailer indicate the country of origin of beef sold to the public. The bill amends the Colorado Food and Drug Act to require anyone selling meat at retail to the public to conspicuously display a placard next to the beef designating it as either "U.S.A. Beef" or "Imported," depending on where the animals were born, raised, and slaughtered. If imported, the placard must indicate the beef's country of origin. The bill exempts beef that has been manufactured, cured, smoked, cooked, or processed. The Department of Public Health and Environment (CDPHE) may adopt rules to enforce the bill requirements.

Representatives Arndt and Thurlow, co-prime sponsors, presented House Bill 18-1069, concerning the allowable uses of reclaimed domestic wastewater, specifically to allow wastewater to be used for toilet flushing. The bill codifies rules promulgated by the Water Quality Control Commission (WQCC) within the Colorado Department of Public Health and Environment (CDPHE) related to the allowable uses of reclaimed domestic wastewater and expands the allowable uses to toilet flushing. Representative Arndt distributed Amendment L.001 [Attachment F], Amendment L.002 [Attachment G], and Amendment L.004 [Attachment H]. Representative Arndt also distributed an unoffical preamended version of the bill [Attachment I].

Representative Gray presented House Bill 18-1073, cocnerning water districts' ability to enter into contracts regarding their water-related assets.  The bill authorizes water districts to enter into contracts for water and the capacity in works and allows the contrats to be based on municipalities' authority to contract for water and sewer facilities.  It also specifies that water conservancy districts' contracts can be for municipal and industrial use by the recipient of the water.  Two people were present to testifiy in support of the bill; however, testimony was not given.
