Co-sponsors of the bill, Representatives Holtorf and D. Valdez introduced and gave a brief overview of Senate Bill 22-118. This bill modifies certain statutory provisions that apply to solar energy so that they also apply to geothermal energy systems. It also directs the Colorado Energy Office to develop basic consumer education materials about leased and purchased geothermal installations.

The bill requires that the Office of State Auditor conduct a performance audit on oil and gas operations, reporting, and revenue. It also requires the Colorado Oil and Gas Conservation Commission to promulgate rules requiring annual meter certification and calibration and emissions reporting and increases civil penalties.
