Representatives Duran and Wist, co-prime sponsors, introduced House Bill 16-1404. The bill establishes the licensing and regulation of fantasy contest operators and defines a fantasy contest. The bill creates the Office of Fantasy Contests within the Division in Professions and Occupations in the Department of Regulatory Agencies (DORA). The office is established as a Type 2 agency and the office director must establish rules for conducting fantasy contests in the state and for the licensing of fantasy contest operators.
