Representative Benavidez presented House Bill 20-1025.  This bill requires the use of a meter or a third-party evaluation to quantify energy or fuel use for manufacturing or industrial purposes in order to claim a sales tax exemption.

Representative Bird presented House Bill 20-1059 to the committee.  This bill requires energy storage equipment owned or operated by utilities to be assessed similarly to renewable energy facility properties beginning on January 1, 2020.

Representative Catlin presented House Bill 20-1115 to the committee and asked that it be postponed indefinitely.  This bill exempts fencing material used in a farm operation from state sales and use tax.

Representative Cutter presented House Bill 20-1142 to the committee.  The bill creates a hazard mitigation enterprise.

Representatives Exum and Landgraf presented House Bill 20-1119 to the committee.  This bill requires the Solid and Hazardous Waste Commission in the Department of Public Health and Environment to establish a certificate of registration for any facility or fire department that possess perfluoroalkyl and polyfluoroalkyl substances.  It also gives authority to the department to establish standards for drinking water, surface water, and groundwater.

Representatives Landgraf and Exum presented amendments L.011 and L.012 (Attachments A and B).

Representative Holtorf presented House Bill 20-1224 to the committee.  The bill creates a three month overweight divisible load permit for two- or three-axle trailer combinations.

Representatives Esgar and McCluskie presented House Bill 20-1376 to the committee. The bill, as recommended by the Joint Budget Committee, repeals scheduled transfers in FY 2020-21 and FY 2021-22 and changes the source of funds used to pay lease obligations. It also repeals state law requiring referral of a 2020 ballot measure to authorize the issuance of transportation revenue anticipation notes, and refers a similar 2021 measure instead. If approved by voters, the measure will increase state revenue and expenditures for transportation over the period from FY 2021-22 to FY 2023-24, and require transfers and expenditures for debt service.

Representatives Buentello and Pelton presented House Bill 20-1184, along with amendment L.002 (Attachment C).  This bill continues the Commissioner of Agriculture's regulation of the Colorado Seed Act, which is scheduled to repeal on July 1, 2020.

Representatives Cutter and Snyder presented Senate Bill 20-057 to the committee.  This bill requires the Division of Fire Prevention and Control in the Department of Public Safety to provide additional employee benefits to its firefighters and support staff, including insurance for certain heart conditions and cancers, as well as an increased pension benefit.

Representatives Snyder and Benavidez presented Senate Bill 20-021 to the committee.  The bill expands certain requirements that must be included in new state tax expenditure bills.

Representative Benavidez presented House Bill 20-1304 to the committee and asked that it be postponed indefinitely.  The bill clarifies that the excise tax on alcoholic beverages applies to occasional sales by public auction.

Representative Snyder presented House Bill 20-1320 to the committee and asked that it be postponed indefinitely.  The bill makes changes to titling procedures and sales tax requirements for the transfer of off-highway vehicles, and grants off-highway vehicle dealers access to the Department of Revenue's vehicle services portal.

Representative Bockenfeld presented Senate Bill 20-146 to the committee.  The bill repeals and re-enacts a portion of the Unclaimed Property Act with modifications related to the presumption of abandonment for demand, savings, or time deposits with a financial organization, along with other changes.

Representative Sullivan presented House Bill 20-1285 to the committee, along with amendment L.002 (Attachment D).  This bill continues the Motorcycle Operator Safety Training Program in the Department of Public Safety, which is scheduled to repeal on September 1, 2020.
