Representative Mullica,
bill sponsor, made opening remarks about HB21-1012.  Current law requires
the Prescription Drug Monitoring Program  to track all controlled
substances prescribed in Colorado.  Beginning February 1, 2023, the
bill expands the program to track all prescription drugs prescribed in
the state.  The bill extends the repeal of the program until September
1, 2028, following a sunset review.




Current law authorizes the Department of Regulatory Agencies (DORA) to
collect a fee from licensees who may prescribe controlled substances.  The
bill authorizes DORA to collect a fee from any licensed practitioner.

HB21-1140 - Amended, referred to House Appropriations

Representative Arndt,
bill sponsor, introduced HB21-1140.  The bill requires state-regulated
health insurance plans issued on or after January 1, 2022, to provide coverage
for health care services related to organ donation for covered individuals
acting as a living donor.  The insurance plan must cover the full
cost of these services without requiring any cost sharing, and may not
impose waiting periods or other limitations on this coverage.  The
Commissioner of Insurance is directed to adopt rules as necessary to implement
the requirement.


Beginning January
1, 2022, hospitals and other licensed health facilities may not charge
a living organ donor for any costs associated with organ donation.

HB21-1184 - Postponed Indefinitely

Representative Lontine,
bill co-sponsor, introduced HB21-1184.  Under current law, physician
assistants with fewer than three years of practice experience are permitted
to perform certain activities only under the supervision of a physician.
 The bill removes this supervisory relationship and instead requires
a physician assistant with fewer than 5,760 hours of practice experience
or who is beginning practice in a new specialty to engage in formal collaboration
with a physician.  Physician assistants with at least 5,760 hours
of practice experience must engage in informal collaboration with a physician.
 The bill establishes parameters for collaborative plans, and specifies
that a physician may enter into a practice agreement and collaborative
plan with up to eight physician assistants at one time.



The bill also establishes requirements for insurance carriers regarding
the reimbursement of physician assistants.

physicians from performing abortions except:

·        when an abortion is necessary to preserve
the life of the woman and the physician has made a reasonable medical effort
to preserve both the life of the woman and her unborn child; or



·        when the physician provides medical treatment
to a woman that results in the accidental injury or death of the unborn
child.



Offenses under the bill are punishable as a class 1 felony, and a conviction
constitutes unprofessional conduct for the purposes of physician licensing.

bill sponsor, introduced HB21-1183.  The bill requires health care
providers that perform induced terminations of pregnancy to report certain
information to the Office of the State Registrar of Vital Statistics in
the Department of Public Health and Environment (CDPHE), and adds the failure
to report to the definition of “unprofessional conduct” for physicians
and physician assistants and to the grounds for discipline for advanced
practice registered nurses.  The registrar must create an annual,
public summary report of non-identifying information, and the bill limits
and specifies the conditions under which the information may be shared.
