The committee was called to order. A quorum was present. Representative Wist, prime sponsor, presented House Bill 16-1318, concerning the regulation of charitable solicitations by the Secretary of State, and, in connection therewith, modifying and clarifying filing requirements and enforcement of the "Colorado Charitable Solicitations Act". Representative Wist explained the effect of the bill and discussed its need. Representative Wist responded to questions regarding the categories of charities covered by the bill, and the merits of increasing regulation of the nonprofit sector. The following persons testified regarding HB 16-1318:

Mr. Tim Griesmer, representing the Department of State, testified in support of the bill. Mr. Griesmer discussed the purposes of the Colorado Charitable Solicitations Act, and provided input regarding the need for the legislation. Mr. Griesmer responded to questions regarding how the bill will help to keep charities within compliance of filing requirements, and how nonprofit filings are monitored by the Department of State.

Mr. Mark Turner, representing the Colorado Nonprofit Association, testified in support of HB 16-1318. Mr. Turner explained the benefits of the bill in the area of transparency. Discussion ensued regarding how nonprofits will work with the Department of State to ensure compliance with the Colorado Charitable Solicitations Act. Mr. Griesmer returned to respond to questions regarding information available concerning nonprofits on the Department of State's website.
